Since fertilizer runoff into lakes allegedly creates algae bloom, simply dump tons of fertilizer into the oxygen low areas of the ocean. The fertilizer will cause the rapid growth of algae which will in turn absorb atmospheric CO2 which in turn will create more oxygen.

Multiple problems solved.....
