You don’t need a crystal ball to know that taking cover behind innocent people in their vehicles while in the middle of a gun fight is going to end badly.
But you need to compare the outcome of that with any other course of action. I get that two innocent people died. If you let them continue running red lights, a half dozen might have died.
And if they were taking cover behind innocent people in cars, what prevented the innocent people from LEAVING their cars?
