You haven't thought this through. You think the cartels wouldn't retaliate? Unless the US is willing to actually go to war with Cartelico*, then this would just be a pointless start of a series of strikes and counterstrikes. The US doesn't have to will to enter a long protracted and messy (meaning lots of casualties) war with the cartels. Can you imagine snowflakes who demand "safe spaces" to protect their delicate sensibilities from opinions they don't want to hear actually in armed combat? I can't.
*Cartelico - formerly known as Mexico where ruthless and well armed criminal gangs have infiltrated every level of government through bribes and intimidation. The cartels run the former country of Mexico.

The bottom line and the element that drives all of this is the junkie. People act like addicts are to be pitied. Why? It isn’t like they don’t know the consequences of their actions and go ahead and do those actions anyway. Without the base of loser drug users none of this would be a problem.
Rosie O’Donnell has been diagnosed with this same flesh eating bacteria. Doctors are giving her 80 years to live.

So many cartels, so little time. We’d have to fry every inch of soil from the Mexican border to the Pampas to make a dent. And the cost of the overtime would break the budget.
