I've always wondered about Foreign Aid, and wondered if it all wasn't just some elaborate kick back scheme. Guess what? Most of it was.

It sure seems like the CIA and the State Department were instrumental in a rather cozy little power/money/control racket.

I'm sure it goes back all the way to the Marshall Plan and earlier. The GOP opposed FDR's Lend-Lease then BOOM Japs hit Pearl Harbor. Money flowed abroad like water.
