Horowitz was not able to review the activities of other agencies (see CIA) because they fell outside of his jurisdiction. Durham doesn't have those restrictions. This is part one today of a much bigger picture.
Horowitz job isn't to second guess discretionary judgements by Department personnel, but to examine whether or not the policies and laws in place allowed for those decisions.
Horowitz says he did not find information showing that the FBI was aware of Christopher Steele's reporting prior to opening Crossfire Hurricane and relied on the report from a friendly foreign government (Australia) about Papadopoulos as the basis.
The FBI opened four individual investigations (Page, Manafort, Papadopoulos, and General Flynn) while they were affiliated with the campaign but sure we're expected to believe media reports that the campaign wasn't targeted lol.
🤦♂️ there were no AG guidelines in place requiring department consultation before opening an investigation in to a major party presidential campaign...
The FBI considered giving Trump a defensive briefing but decided against it because they didn't want to tip anyone off that may be committing a crime. Apparently there was no guidelines in place for THAT either. Being a judgement call, Horowitz won't second guess it. Ridiculous!!
