This is third hand, so take it for what it's worth. I went to a prep school, and some of the kids were well to do. Back in the very early eighties one of them claimed that gamnling interests would fix one game a week, usually the one with a slightly skewed line, to favor betting on one side. Rather than having the players throw a game, the low hanging fruit would be the refs. A timely holding call (or non-call) could make a lot of difference, and it would be next to impossible to prove it either way, as football penalties are quite subjective. It is 35+ years later, so I don't know if things have changed or in which direction.
