I'm pretty sure the Clintons did that as far as The FIB is concerned. Remember Craig Livingstone and Anthony Marceca? They were the "overzealous young men" who "accidentally" got a hold of some 300 FIB files on Republicans and journalists and turned them over to Bill and Hillary who "accidentally" read them no doubt.
