That graph is really telling you when Purdue started making their drug time release so the addicts weren't getting high enough on the pills. They changed over to heroin to get high. Unfortunately fentinyl was used as an enhancer to the heroin and it is so strong it is hard to get the ratio right and people die. These people {most of them) just want to get high..not kill themselves.
