The police seem to resent a mere citizen daring to defend himself in immediate circumstances rather than wait 10-15 minutes for their betters to show up, interrupt the bear's meal (him), shoot the bear, and the man's dog.
The bear would end up dead either way, but they didn't get to shoot him.
Someone must be punished for them not being in on the kill.
And they didn't get to shoot a dog, to (jack)boot.
