Abortion clinics rarely if ever have admitting privileges this is why they need them. However clinics fight getting them. Most of their doctors and I use that term loosely are circuit riders coming in from another state.

I would wager a high percentage of abortion “doctors” would have difficulty getting privileges due to prior screwups on their records, and the rest wouldn’t want privileges because they would be obligated to take ER call as a condition.
