Partly correct. See reply 52. Any "Top Secret" related components are viewed in the SCIF and have the NDA attached.

The reviewers could see the name of someone else in the section that pertains to them and THAT is how this got out. Directing attention away from them onto this low level flunky.

Get my drift? Big dog boss gets to read it and can disclose to the MSM the non Top Secret portion without violating the NDA.
