Why is this news?

All bulletproof glass shatters to some extent.

Here is a jewelry display window attacked with a hammer:

Here is a ballistic test of a bullet-resistant glass panel:

If a bulletproof "window" is transparent, it is going to spider web crack when a bullet - or a metal ball - hits it.

Yep, the shattering is how the glass dissipates the energy of the bullet.
