Yes, phonics, if they are serious about better readers.
It’s because they don’t teach phonics. No one can learn to read without sounding out words.

My youngest son spoke only Japanese until first grade. He needed some help that year.
He needed much less help in the second grade.
In the third grade I had to tell his teacher that English was not his first language.
He’s a Marine now.

I went to grade school in Colorado in the 50s. When I was in the 3rd grade I had read all the 6th grade books in the local Carnegie Library. I loved reading. I had read every page of the Book of Knowledge. Remember them? A great education in themselves.
How could it be so hard?

The way I learned to read as a child in the 50s worked. We do not need a new programs to learn to read. We simply need to go back to what worked in the past.
If a new method is better try it on a limited basis and if it works, adopt it. It, in all probability, will not work.
I’m guess it’s because millions went to administrators and government employees who never went near a book in all that time.
Throwing money at problems has done absolutely nothing. It is the go to remedy for all politicians though.
Nobody puts “not enough money” in the out of bounds answer to a problem. Politicians and bureaucrats think very thing that is wrong is because of “not enough money” and that is just a bunch of bull.
"Parents"? Really? Try "parent". Without the s on the end. Because that's what 75% of NYC's black kids have. Yep, the vast majority of them are born out of wedlock, the byproduct of a quickie, not planned, not nurtured.
I could read at 5, before I went to school. My dad taught me by reading the “funny papers” to me every Sunday when mom went to church. I sat on his lap and he pointed to words as he read. We called it “sounding out” 23423452 years ago.

You’re pretty close to right. Crappy teachers, lazy parents, sight reading. I used to know a lot of the teachers and there were only half a dozen teachers in the entire state who were worth their weight in salt. Many were totallt emotional wrecks and didn’t have the clarity of mind,patience, or skills to teach a bullfrog to hop.
Most of them can’t think. They aren’t paid to think...just follow the party line if you want access to the teacher’s lounge next year...ie..your job. And a good many more forgot to think like adults and are even less mature than the toddlers.
Colorado has always been behind national norms by at least 2 years. A good many of the schools are not graded as the best, but are graded as the worst. It’s automatically assumed that poor hispanic kids are disadvantaged so the schools are paid extra to keep the kids dumbed down. The politics are horrible there. Typical socialist.
