My personal experience is that almost *all* college journalists start out far left and all college papers are funded from the mandatory student fee levied as a charge separate from college tuition. For the CIA to pay journalists to generate left-wing articles once they’ve graduated college is like paying the Pope to spread the Catholic faith, superfluous and a complete waste of money.

But waste and fraud exists in civilian bureaucracies where the owner-manager presumably keeps a wary eye on expenses. Why would it be a surprise that it exists in government bureaucracies where going out of business isn’t exactly a day-to-day concern, since budgets bear no relationship to a divisional P&L statement?

You're thinking about this all wrong. The CIA is not the head of the snake, just an infiltrated and controlled tool of the snake...one head of the hydra that we call the DEEP STATE. Who is at the top of this international cabal? Opinions differ, but I have my suspicions. Anons know.

When capturing a country, one of the first institutions necessary to control is the intelligence community. Through them, you can control the people through the media. Another is the law enforcement agencies, FBI/DOJ. FBI/DOJ covers up for the derps and prosecutes enemies of the deep state. Foreign policy is taken care of through controlling the State Department (see impeachment hearings for Revenge of the State Department).
