How is this enforced? Especially the eating part?

I was wondering that, too. Even if incriminating feathers and guts are found, who is to say that you did not raise the duck yourself or acquire it from a backyard breeder?

(It still makes more sense to me to tell people just to eat them. The invasive ducks would be gone in no time.)
