what does “DIR” mean?

I presumed DIRector (as in Brennan +/- Clapper) in:

[special order per DIR [CLAS 1-9] AUTH unmask per US AMB]

I think DIR means “Director”. Not sure which director, though-by context it seems like it might be Director Comey as it deals with unmasking Americans.
