There are several important things that draw the very rich to Fairfield County,CT. 1) an easy commute to Manhattan (by train at least) and 2) much lower total taxes (income tax,property taxes,etc) than residents of NY and NJ pay.
They do pay much higher taxes than most of America pays (except,perhaps,Kalifornia) but compared to most residents of the "Tri State" region they're way ahead.
