at least the fancy new door will have slots so the bats can squeeze in and out!

Cutting those slots would add to the cost. Making the door six inches shorter at the top would cost nothing and accomplish the same thing.

Too logical for a bureaucrat to think of that, I suppose.

The old door already has a large bat slot in it and is laying right beside the entrance. Heavy steel probably weighs around 100 pounds..
