Mike is blowing smoke and passing Bovine Scat to the people. Traditionally the presidential Library is normally within the state the president calls home. He could have made it Hawaii but it didn’t. He chose Chicago Illinois.

It could be the first Presidential Library in Nairobi. Since they aren’t planning to have books in it like other Presidential libraries, scholars won’t need to go to it.
