i believe they already do that. I had a late 90’s F-250 and it had California emissions on it I believe. I seem to recall I had to mention that when I bought parts for it.

As a Californian that has been the rule for years, California Emissions required to be met by cars sold in the state new and out of state ones had to pass the same emissions standard to be registered.

Additionally the Gasoline blend for sale in Cali costs much more than that which is refined for the other 49 states, and that explains much of the typically $1.00 more per gallon price at the pump for consumers.
