My grandson was just deployed to California to help fight the fires. Last spring he was telling me that all the moisture they had been having last winter was going to cause a bad fire season when all the resulting undergrowth dried out. I was skeptical, but his prediction turned out to be valid for California.
So this was predicted 6 months ago. I am not sure what the government down there did to prepare for it.

The over the top Enviros in California have worked for years to create the right kind of situation where fire would be disastrous.
Ranchers have a phrase:
GRAZE IT OR BLAZE IT
Herds of goats can be brought in for very little $$$$$ & used to remove the “ladder fuels”. I know they exist....my former neighbor had them & he tended them daily, water, and moving temporary fences. Guarded by Great Pyrenees dogs.
Goats can work any kind of terrain & are more than happy to eat their way into a fire break for homeowners.
