No, the priest clearly knew who he was; priests don't normally deny communion to strangers who present themselves. But it's not "excommunication," per se, it's denial of communion per canon 915.

Slow Joe is a public figure, and his heretical support for abortion is public and notorious. Not only is he himself publicly flaunting his grave sin, he is giving scandal to others … as is any priest who DOES NOT deny him Holy Communion.
