If nothing else, and there's a lot of "else", this makes it possible to make a copyright claim that keeps information off the Internet for a period of time. Keeping information out of the public eye for a few days is often enough to keep that information from impacting an election.
On that bit alone you could have known in advance that the democrat controlled House would pass this bill.

When you used to go out to nightclubs in the 1960’s and 1970’s they used to have live music that would play the hits of the day.. No more! The bands now have to pay the record companies money to play the hits.. So don’t play them.. Alas No live bands!
