FDR knew we were going to be at war eventually, after Germany invaded Poland. It was just a matter of what would supply the spark.

explains that the invasion of Poland started US military production buildup to fill orders from Britain. People were shocked when Germany overran France in May 1940; the assumption was that war between the two would replay the WWI stalemate.

That focused the mind of FDR mightily; he didn’t want the Royal Navy under Hitler’s command. The upshot was that FDR started the mobilization of industry for war immediately upon the Fall of France. FDR knew that it took time to mobilize; he was told to figure 18 months. Which is just about exactly the delay between the Fall of France and Pearl Harbor. What a coincidence!
