A postal worker in New York has refused to deliver mail at a man's house after he put up Halloween decorations that he deemed offensive.
The postal worker, who is African American, took offense to a skeleton hanging by a noose near Richard Beatty's front door, WCBS reported.
"It's not meant to be racist. It's not to meant to offend anybody," Beatty told the TV station. "It's here to be scary."
