Polite society isn’t sufficiently cognizant of how brazen criminals can be.
Guy is chauffeured to the target vehicle, hangs around for a while, waits until another car shows up _AND_ its occupants get out & wander around staring at the crime in progress. The perp cared not about witnesses, and figured he was in no need of a getaway vehicle.
Whatever happened inside was bad enough (likely bewilderingly so to aforementioned polite society) the guy leaps thru the car window. Closed.

He did not exactly open the window, but he did first remove the window glass, weatherstrip and lock strip before the defenestration.
