I wonder what the MD law is on replacing a sitting Member of COngress? They have a R (nominally) governor but he would not are defy the establishment and appoint a R to represent that District.

Congressmen cannot be appointed by a governor. The governor has already signed a warrant for a special election to replace Cummings.

Hi, Ed.

Governor Hogan cannot appoint the replacement for Cummings. Governors can only appoint a vacated Senate seat.

Cummings' House seat will remain vacant until a special election is held.
