No, quite the opposite! The FBI is a subset ("under") the DOJ. To foster "impartiality", major investigations of the FBI are conducted by the OIG of the DOJ -- not FBI's "Internal Affairs".
Good examples of the above are the ongoing Horowitz FBI investigations, and the FBI Labs investigation I cited -- both conducted by DOJ's OIG...
