The major changes I see -- across time -- in that"newest big building" area are changes in the usage pattern of the exercise field: it started off as an active soccer field, with paired goals & heavy turf wear immediately around then, Then, the goals went away and the turf healed -- only to be replaced by heavy running use on the surrounding track. Then the track use tapered off to what appears to be walking wear.
My guess would be: signs of an aging and declining inmate population...
