Though in the Bible it says:

Woe to the idol shepherd that leaveth the flock! the sword shall be upon his arm, and upon his right eye: his arm shall be clean dried up, and his right eye shall be utterly darkened.

Generally speaking among the predominately right handed people, it’s going to be a hard right fist used to strike the Left eye of the target.

Therefore, to the idle Shepherd who leaves his flock he suffers his right arm withered and his right eye blinded, with which perhaps we focus to land a shot, or line up a target to fire a shot.

The Shepherd has a rod and a staff to defend and protect his sheep. The staff’s curvature is to draw them back from dangers of terrain, cliff edges. The staff is to fend off the predator.

The idle shepherd lays down both the rod and the staff and neither defends nor protects, but lays waste to the sheep.
Such a shepherd gets justice against the arm and the eye that failed the sheep. My interpretation. :)
