My question that Cvenger answers, and if anyone can decipher some of the acronyms, that would be dandy.

does this mean that a governor must ask for this, or the President can order this without a governor asking? I’ve tried to figure this out today and cannot grasp that part.

No, Governor’s request is one possible scenario for no more than 120 days.

Combatant Commander is another possible requestor.

Federal Agency might also be a party being supported.

These are just mechanics of how reservists may be called up for active duty. Same general intent had been around for at least 50 years in the USMCR.

Family worked on these back in the late 60s to early 80s. I bumped into them during SWA I. Amazingly the USMCR Chief of Staff didn’t know them when the flag went up with Kuwait. Even though the orders are on the books, it’s good to see somebody is reviewing them for command cognizance.

Fundamentally, the USMCR may be organized in many different fashions and activated fully or in part accordingly.
Basically it is a 4th MEF. May be activated by MAGTF (MEU, MEB, MEF or components thereof), or by unit, generally company sized SMCR units and upwards, or by MOS, or by name. Idea is that war plans might call for another MAGTF to be activated, or held in reserve for a CINC. Can also be activated by unit to support active shortfalls in situation dependent task organized missions, or even by individual MOS, such as MPs or Embarkation NCOs, etc.

Might also activate IRR more than the SMCR as a prep of reserves for the reserves.

IMHO, only real significance is that they are dusting off the orders and Admin, to remain prepared as the situation develops.

Good news is we have Ospreys, so when the word goes down, they can be nearly anywhere in the US within 30 min to a couple of hours. They probably have 6 hr playbooks and are simple awaiting go codes. Nowhere for the bad guys to run, (except maybe to GITMO, hehehe).
