I said "possibly" the city as well. If the Dallas Police Dept teaches its cops "at the least sign of trouble light the guy up" then I suppose one could argue that they instilled in her a "shoot first and don't bother asking questions later" mindset.
We agree on her having been "over charged". Negligent homicide...five,and maybe even ten,years.
