So what was the motive for this? Obviously not money. Since he is 59, youthful vandalism is also not reason. So what motivated this guy to cut the brake lines on the scooters? Did he not know with modern surveillance, he would eventually get caught?

I hate those things the ‘people’ who ride those ride anywhere they please... middle of the street, sidewalks, bicycle lanes, people’s lawns and leave them wherever. In front of my office building today was 10 of them... A rider got seriously injured with one... He rode it down a one way street into a pickup truck. He was going the wrong way...
