Trump is the executive and as such has the power to order the appointment of specoal counsels. All special counsels including mueller work at the pleasure of the president and he can order the attorney general to appoint one or many to investigate the attempted coup against him and the american republic.

But Trump should call a very special News Conference to explain his decision.
