Per Kevin Schipp, the Deep State has their own assets - they have their own ships, planes etc. WHich means they have their own captains, crews etc.

With the billions they’ve had at their disposal for decades, why not?
But they seem to do fine commandeering other subs. The missile fired at AF1 in Washington, the missile fired toward Hawaii? I dunno. :)
