Totally bogus statistic in my opinion. Twenty three percent might be possible when the wind is actually blowing, but is that power at that time needed? In many cases that is not the case. Wind power is nothing more than a scam. Wind power went out in the 1930’s with the wind charger. Rural electrification made it all worthless. Want to pump water out on the prairie to your stock tank. Great, use wind. Live in a windy area and want some night time DC power to go along with your solar panels. Spend the money and enjoy the benefits and know that 30% efficiency is about all you can hope for. Don’t pretend the local utility wants to pay you for the privilege of using your generated power, which they and their customers need like another hole in the head.
23% is based on overall generation for an entire year.
There are many places on earth with a minimum wind high enough for consistent energy production. Easy to calculate if it is worth it with historic weather data
