There were some FBI agents (I know Strzok was one of them) who were supposedly working in the CIA at the same time. The document below is the December 2015 version of the Human Resources policy guide for "joint duty" (FBI working in other agencies) which was replaced July 2017.  

Note that an excerpt of the following document was entered into the FBI's FOIA database today. It's in PDF format so I only captured the first page of the introduction. The PDF is at the link:
