Here in Tulsa, our Catholic High School was forced into the highest division, even though enrollment doesn't put them there. The issue was the girls volleyball team and boys soccer teams were unbeatable.

Set the rules and let them play

One issue here in Georgia is that the large private schools (some, but not all, of them with religious affiliations) “recruit” from a larger geographic area than public schools. So, they are routinely placed in higher-level divisions than their enrollments would otherwise dictate. Greater Atlanta Christian School (GAC) is the classic example.
