Earlier I saw some twitter or other about eight chan and how it looked technically like something was going on. I wish I could find it.

I saw it too. I think someone pinged the domain and got a return. That means it's there. It just isn't accepting traffic yet. You have a ping tool on your PC. I can't ping that particular domain cuz work.

Yeah, sounds like that. I saw one message like that a few days ago and unless I’m going nutz (always a possibility) I saw another newer message today in that regard.
