Samsung had an agreement with the Chinese communists to employ North Korean slave workers at their factories in China. They were forced to build Samsung products, with their wages being sent to the North Korean government.

Shortly after President Trump took office, he signed an executive order forbidding the import of products created with North Korean employees in Chinese factories. Not a problem for Apple, as they contract through FoxConn, and FoxConn was not in the pickle that Samsung was. Samsung had to work around this problem of theirs so that they could continue shipping some products to America.
