It seems to depend on the city, the team and in some cases, the difficulty in getting away from the stadium. Some cities do have devoted fans ... Packers, Bears, Giants, Cowboys, Steelers. All of them have turned out and stayed in all kinds of weather, and without regard for how the teams was doing (except MAYBE pre-70s Steelers fans). Some also travel the country to see every game in person.
