A bear stalked him! This took place in Canada—which wasn’t mentioned. Their map took me to the Trans-Canada Highway, plus the use of “Constable”.

Based on the google map image, the “forest” is several blocks of woods and swamps surrounded by industrial businesses. A typical place for a homeless person to camp. This guy sounds like he was more ambitious than most and stealing stuff to build a pretty decent shelter. (As a kid we stole pallets and sheets of plywood to build a fort. We thought the plywood was junk, but as I got older I realized they were used for concrete forms and used over and over again.)
It sounds like the guy isn't afraid to work hard and persevere. I hope that he can help others (and himself) to find and use those qualities in making their lives better.
