Heavily encased explosives, such as bombs or artillery projectiles are involved, stop traffic and begin to evacuate all persons including responders, from area in all directions for 5000 feet for rail car and 4000 feet for tractor trailer. If heavily encased explosives are not involved evacuate area for 2500 feet in all directions
Gasoline is isolate in all directions for 1/2 mile for volumes about 10X that reported (tanker or rail car).
