If we divide $25 billion by 10 million we arrive at an average cost per patient of $2,500, which is line with national averages.

Well from DUMBGRUNT's post #20, that's 10MM patient interactions, not patients. So I assume each hospital visit/admit is an 'interaction', that's probably only 1/3 of that number as actual patients. Though 10% of the TX populace is still a LOT. 50%+ probably don't even visit any hospital in a given year!
So each visit probably counts as several 'interactions': #1, go into ER. #2, see ER doc. #3, be admitted. #4,5,6, see a couple specialized docs. #7, see recovery people. #8-23, come in for physical therapy twice a week for two months.
