Italy is a disputable case but France and Germany has a good record of stable regimes. To say UK has a better quality of government is laughable. Germans pretty much understand the concept of liberty nowadays but every nation has its peculiarities.
I have no idea why they singled out Netherlands. Maybe because of their stand on all things deviant.
England and Netherlands are singled out because of the influence of Calvinism and a recognition of sphere sovereignty with parliamentary democracy. (read Herman Dooyeweerd and Abraham Kuijper).

And Italy had Rome to deal with - might have turned out different if it didn’t.
