I had to deal with Blanco (indirectly) during Katrina. She was a horrible woman who constantly blamed others for her own failings.
I will state Blanco was directed to “take a dive” on Katrina and do what can be done to delay and obstruct. Objective was to make W administration look inept and heartless. Remember comrades, the ends justify the means
