Some times they way it’s said face to face and the way it comes across typed on the net is way different. Perhaps the author was think of the way she pronounced the word “that” as she would speak it in a sentence?
(In a panic like voice) “You are that child’s mother please remember this before you do something stupid that gets you killed”
as a apposed to
(in a bitch voice)
“I don’t want that child attending my kid’s birthday party”

You are correct. A very common misuse of grammar today and probably for all time - a person would be referred to as “who” and not “that.” I was going to point it out but saw your post before I did....Thank you for that.
