I think it’s two things, Jack. First they do want to repeat it until people believe it, to ‘meme’ it into reality. The second part is to do everything to make sure the targets of the propaganda never find out the truth. That’s why there would be a riot if Mr. Trump tried to hold a rally in a blue city no go zone.
