With poor management comes poor quality. Why compensate for poor quality and management via government decree? I don’t want lower quality products for the sake of saving a few hundred jobs.

Yes, the management of Harley was bad but that was a dynamic situation. They needed time to get their crap together. But static brained people don't understand dynamic situations. It is too much for them to grasp.
