There was the ‘blown diffuser’ era about six years ago:

While under braking (no foot on the gas pedal) the engine management system would force (dump) fuel into the exhaust system which was designed in such a way as to create a suction effect under the vehicle increasing downforce.

Red Bull used the blown diffuser to great effect until they were banned.
